Its a Fire Red save file you can open/import in. Save File (All 386, Shiny, Battle Ready, Smogon movesets, Events. Every Pokemon Ever. For Pokemon FireRed.

Pokemon Fire Red Save File Download
1. Go to your NO$GBA BATTERY folder and copy your save file somewhere else in order to back it up in case you mess up.
2. Open NO$GBA.ini in notepad, scroll down to the line:
SAV/SNA File Format Compressed
and change it to:
SAV/SNA File Format Uncompressed
3. Open No$GBA (make sure your save type in NO$GBA is FLASH 512 kbytes) and continue your game. Save the game, and then quit NO$GBA. Check the size of your save file in the BATTERY folder. It should be over 500kb.
3. Use the follow program to convert your save file, it will remove the first 76 bytes of your save:

To use it, click the 'Configure' button and set the directory to where your new big save file is. In the empty text box named 'New .sav File' enter a name for the new file you will make. Now select your Pokemon save and press convert file. It will create a new save file with the name you typed in.
4. Download the Pokemon save editor:

Open your new converted save file (the one you made in step 3) with it, and when you are done cheating your ass off, click save. Now take the new save file you just cheated with, and put it in your NO$GBA save folder. Now name it the same name of your original pokemon save, so that NO$GBA will load it when you play the game. That's all. Now I shall enjoy my 99 of every TM, and I had a sex change just for the hell of it.
Lastly, once you use your hacked save in NO$GBA and save, you will not be able to hack it again right away. Once you have used your hacked save in NO$GBA and saved, you must use the NO$GBA>VBA converter, then hack.

Required files
Pokemon Fire Red Save 100%
- A save state that was made using the Flash 64K save type
- An unpatched version of the rom of the game used to create the save state above (note that you may need to re-dump if you patched your existing rom)
- A copy of VisualBoyAdvance
- Create a new folder somewhere on your hard drive
- Copy the save state, the rom, and the emulator into the new folder you created in step 1. NO OTHER FILES SHOULD BE IN THAT FOLDER
- Open the emulator, but do not load the rom. DO NOT CHANGE ANY SAVE SETTINGS
- If you are playing Ruby, Sapphire, or Emerald, you should turn on the Real Time Clock by going to Options -> Emulator -> Real Time Clock
- Load the rom. You may get a white screen - that is normal behavior, so proceed to the next step
- Load the save state by going to File -> Load.. and selecting the save state (it should show up on the screen without requiring you to change directories)
- Your saved game should be loaded. Then change the save type by going to Options -> Emulator -> Save Type -> Flash 128K
- Use the in-game save (i.e. press Enter to open the in-game menu and choose Save)
- After going through the entire saving process, close the emulator. If you look in the new folder you created in step 1, you should see a 128KB save file corresponding to your rom.
- Create another new folder within the folder you made in step 1
- Copy the emulator and the rom into the folder you created in step 9. DO NOT COPY ANY OF THE OTHER FILES
- Open the copy of the emulator you copied in the last step (i.e. in the newest folder). Do not load the rom
- Change the save type to Flash 128K by going to Options -> Emulator -> Save Type -> Flash 128K
- If you are playing Ruby, Sapphire, or Emerald, you should turn on the Real Time Clock by going to Options -> Emulator -> Real Time Clock
- Load the copy of the rom found in the newest folder you made - it should be the one that shows up automatically on the screen
- There should be NO white screen. Now go to File -> Import -> Battery File.. Click on the icon with the folder and an upward-pointing arrow (i.e. go to the folder you created in step 1). Load the 128KB save that was created in step 8. At the confirmation screen, click 'Yes'
- After the initial intro screen, you should get an error message like 'The save file is corrupted. The previous save file will be load.' That is correct behavior, so proceed to the next step
- Choose to continue with the existing save file
- Now use the in-game save again (i.e. press Enter to open the in-game menu and choose Save)
- Reset the emulator (File -> Reset)
- When the rom loads again, there should be no error message pertaining to the save. If you close the emulator, you will find a 128KB save file corresponding to the rom in the newest folder you made (in step 9). Delete all the files in the folder you made in step 1 so that you don't confuse them with the good saves (don't delete the folder you made in step 9 of course).
- Continue playing using the in-game save that was generated in steps 19-22. You may want to make a save state immediately just in case

NEW MEMORY HACK METHOD
Emuforums user DoctorDrew32 kindly pointed out that there is another method. It appears someone calling themselves 1337BERhAXORSeBe has found a way to memory hack the rom allowing one to save in both games which means that now all saves can be recovered. That is with the exception of anyone that has only been using save-states and who doesn't have one from before the last save chance before the you enter to battle the E4, your game progress is still wasted I'm afraid.
